So I ran a Windows 10 Virtual Machine on my Mac (using Parallels), and used Windows version of Skype to connect that guy again. Then I suspect it was the wifi's problem. We could see each other, but couldn't hear each other. However, I tried to connect another guy who I can have video chat with an iPhone connecting either cellular or another WIFI without any problems. The problem is, when I use WIFI A, I can dial the test call and hear my voice sending back to me correctly. My microphone and speaker works fine with any other apps.

I checked, it couldn't be any of the problems.
